What DFARS Actually Covers — and Why Engineers Need to Understand It

The Defense Federal Acquisition Regulation Supplement (DFARS) is a set of regulations that supplements the Federal Acquisition Regulation (FAR) specifically for Department of Defense contracts. While procurement teams often own compliance on paper, the engineering and manufacturing decisions — material selection, supplier qualification, processing methods — are where DFARS requirements either get met or violated. Understanding the regulation at a technical level is not optional for anyone involved in producing defense hardware.

DFARS compliance spans several distinct areas: specialty metals sourcing, cybersecurity requirements (CMMC), counterfeit part prevention, and quality system standards. For manufacturing engineers and contract shops, the specialty metals clause under DFARS 252.225-7014 is the most operationally relevant. It dictates where metals used in covered defense items must be melted, refined, and manufactured. Violations discovered post-delivery can result in contract termination for default, not just cure notices.

It is worth noting that DFARS does not apply uniformly to all defense-related purchases. Simplified acquisition threshold contracts, commercial item acquisitions, and certain subcontract tiers may be exempt or subject to modified requirements. Engineers should confirm applicability with their contracts team before assuming a given job falls under full DFARS scrutiny.

DFARS compliance is not just a contracts department problem. If you are selecting materials or qualifying suppliers, you are making DFARS decisions whether you know it or not.

Specialty Metals: The Core Manufacturing Compliance Requirement

Under DFARS 252.225-7014, specialty metals are defined to include titanium and titanium alloys, zirconium and zirconium alloys, niobium and niobium alloys, molybdenum and molybdenum alloys, rhenium, and most significantly for general machining: stainless steel, tool steel, high-speed steel, and certain superalloys. When any of these materials appear as a component in a covered defense item, the metal must be melted or produced in the United States or a qualifying country.

Qualifying countries are those with reciprocal defense procurement agreements with the US. The current list includes nations such as the United Kingdom, Germany, France, Australia, Canada, and others. Parts sourced from non-listed countries — regardless of where final machining occurs — do not qualify unless a specific exception applies. This catches many manufacturers off guard when they assume that domestic machining of imported raw stock is sufficient. It is not. The melt origin is what matters.

From a practical standpoint, this means your material certifications need to trace back to the melt location, not just the distributor or service center. A standard mill certificate showing chemical composition and mechanical properties is a starting point, but it must also clearly identify the country of melt. Many standard commercial certs do not include this by default — you must request it explicitly from your material supplier.

Warning: Domestic machining of foreign-melted specialty metals does NOT satisfy the DFARS specialty metals clause. Melt origin must be US or qualifying country — confirm this in writing before ordering stock.

Documentation Requirements: What You Actually Need to Retain

DFARS compliance is only as strong as your documentation. For specialty metals, the required paper trail runs from the raw material through every processing step to the finished part. At minimum, you need: mill certifications with melt country identified, heat and lot traceability tied to specific part numbers or traveler records, and supplier declarations of conformance for any subcontracted operations that touch regulated materials.

For machined components, this typically means your CNC shop must be able to correlate a specific material heat number to a specific finished part. Job travelers, material tags, and receiving inspection records must be retained and auditable. If a contracting officer requests objective evidence that a part was made from US-origin stainless steel, you need to be able to produce that chain of custody in a reasonable timeframe — not reconstruct it from memory months later.

Quality management systems certified to AS9100 build most of this infrastructure by default. AS9100 requires documented procedures for configuration management, material control, and record retention — all of which directly support DFARS documentation requirements. DFARS Exceptions: When Foreign-Source Materials Are Permitted

The specialty metals restriction is not absolute. DFARS includes several codified exceptions that allow non-domestic, non-qualifying-country materials under specific circumstances. Engineers and procurement professionals should know these exceptions — not to exploit loopholes, but to make accurate sourcing decisions without unnecessarily restricting their supply chain.

The most commonly applicable exceptions include: (1) Commercially available off-the-shelf (COTS) items — standard commercial products sold in substantial quantities to the general public that are used in their commercial form are generally exempt. (2) Minimis exception — if the aggregate cost of non-compliant specialty metals in a contract is below the minimis threshold (currently $250,000 or 5% of total contract value, whichever is less), an exception may apply. (3) Non-availability determinations — if a compliant specialty metal is not available in the required form, specification, or quantity, a waiver may be requested through the contracting officer.

The minimis exception in particular is frequently misunderstood. It applies to the total value of non-compliant metals across the entire contract, not per part or per line item. Subcontractors often incorrectly assume it applies at their tier independently. The calculation must account for all specialty metals in the delivered end item. While the regulation is written around electronic parts and components, its principles — traceability, approved supplier lists, inspection protocols — extend to the broader culture of supply chain integrity expected across defense manufacturing.

For machine shops and fabricators, counterfeit risk most commonly manifests in fasteners, bearings, and electronic/electromechanical components rather than raw bar stock or sheet metal. However, the risk is real for any high-value or safety-critical material. Suppliers purchasing from unauthorized distributors, gray market channels, or online spot markets introduce unverifiable provenance into the supply chain. DFARS requires that contractors flow down counterfeit parts requirements to subcontractors at all tiers.

Practical counterfeit prevention measures include: maintaining an approved supplier list (ASL) with qualification criteria, requiring certificates of conformance and traceability documentation from distributors, performing incoming inspection against known specifications, and immediately quarantining and reporting suspect parts to the Government-Industry Data Exchange Program (GIDEP). ITAR and Its Intersection with DFARS Manufacturing

The International Traffic in Arms Regulations (ITAR) governs the export and sharing of defense-related technical data, hardware, and services. While DFARS and ITAR are separate regulatory frameworks, they frequently apply to the same contracts and manufacturing operations. A supplier can be DFARS-compliant on materials but create an ITAR violation by sharing technical drawings with an unregistered foreign national — even within the same building.

For manufacturing, ITAR registration with the US Directorate of Defense Trade Controls (DDTC) is required for any company that manufactures, exports, or furnishes defense articles or defense services defined on the US Munitions List (USML). This includes providing manufacturing services for ITAR-controlled hardware. Shops that receive ITAR-controlled drawings or 3D models must have ITAR compliance procedures in place, including controls on technical data access, storage, and transmission.

When sourcing ITAR-controlled parts through a contract manufacturing network, every facility in the chain must be ITAR-registered. This is a non-negotiable requirement. Key qualification criteria to evaluate include: AS9100 certification with scope covering your required processes (CNC machining, sheet metal, heat treat, surface finishing, etc.), documented specialty metals compliance procedures, ITAR registration status with DDTC, and demonstrated experience with first article inspection (FAI) per AS9102. Suppliers who routinely serve prime contractors and Tier 1 defense manufacturers will typically have these elements in place; general commercial shops may not.

First article inspection is a practical checkpoint where compliance gaps surface. A proper FAI per AS9102 requires balloon drawings, dimensional reports, material certifications with country of origin, process certifications, and functional test results where applicable.
